About Housing Assistance
TTI’s housing specialists educate and work directly with case managers, related supports and consumers to identify housing needs
and find opportunities that meet those needs, including various housing resources in the community.
TTI’s Housing Program, primarily located in Troy location, provides assistance to individuals meeting criteria in Oakland County and Jackson/Hillsdale County with emphasis on those who are either homeless or at imminent risk of becoming homeless.
Housing services include:

- Jackson, Lenawee, Livingston & Monroe Counties
- Limited, 90-day housing case management to obtain income or housing if not receiving case management from a core provider agency.
- Coordination of SSI Outreach Access and Recovery(SOAR) applications, as needed.
- Linking to resources for both housing and supportive services.
- Financial assistance, in some instances. Assistance may be available with security deposits, first month’s rent, arrearage payments and other immediate housing related expenses.
- Process: Consumer must contact TTI and request that a PATH intake be performed.
- Oakland County
- In this program, TTI will work jointly with the HAVEN providing individuals with housing case management
and supplemental assistance in the placement and securing of safe, affordable housing. - For more information talk to you case manager.
- Oakland County
- Housing subsidy program in which TTI subleases dwelling to consumer.
- Subsidization of full amount if consumer does not have an income (short term),or subsidy of 70% if consumer does have an income.
- Limited housing related case management in the S+C Program, consumers with an income must pay 30% of their income towards rent.
- All program participants must be looking for more permanent housing.
- Process: Core provider agency Housing Specialists and PATH Case Managers are notified when an opening is available. The TTI Housing Specialist screens applicants per an application process.
- Oakland County
- A rental property on Muir Street for those who qualify.
- In this program, TTI owns the home and serves as the landlord.
- Consumer must have enough income to pay 30% of their income towards rent.
- Consumer must also be looking for more permanent housing.
- Process: Core provider agency Housing Specialists and PATH Case Managers are notified when an opening is available. The TTI Housing Specialist screens applicants per an application process.
- Oakland and Jackson Counties
- In this program, consumer leases his/her own unit.
- Consumer must have enough income to pay 30% of their income towards rent.
- Consumer must also be looking for more permanent housing.
- Process: Core provider agency Housing Specialists and PATH Case Managers are notified when an opening is available. The TTI Housing Specialist screens applicants per an application process.
- Oakland and Jackson Counties
- Contingency Funds: Contingency funds can be used for housing-related expenses such as storage, utility bills, moving expenses and any other expenses related to maintaining housing. A consumer must have Medicaid and have been denied other community resources in order to secure funding as appropriate.
- Security Deposit: Funds are used for security deposits in order to secure housing. Security deposits are returned to TTI pending move-out. Security deposits cannot exceed 1 times rent at or below Fair Market Rent. A consumer must have Medicaid and have been denied other community resources in order to secure funding as appropriate.
Services are provided through a combination of federal, state and local programs. Funding sources include Housing and Urban Development (HUD), Michigan State Housing Development Authority (MSHDA), Oakland Community Health Network (OCHN), LifeWays, and Michigan Department of Health and Human Services (MDHHS).
Some financial assistance may be available pending eligibility and availability; assistance might include security deposit, rental arrearage, moving expenses, etc. TTI does operate housing subsidy programs, but space is limited.
Michigan State Homeless Management Information Systems (MSHMIS)
TTI is required to submit certain data to the Michigan State Homeless Management Information System (MSHMIS). MSHMIS is a central data collection system mandated by the United States Congress to the Department of Housing and Urban Development (HUD). Congress passed this requirement in order to get a more accurate count of individuals and families who are homeless and to identify the need for and use of different services by those individuals and families. TTI is working to assist the State of Michigan in meeting the goal set by Congress by collecting statistical information on those who use our services and reporting that information to the MSHMIS.
Information gathered is personal and private, and TTI ensures data safety at all times. Those in a program requiring MSHMIS data collection do have the right to request their name be entered as “anonymous.” No one will be denied eligible services if choosing not to share related information in MSHMIS. Please note, even if information is not shared with other agencies or actual personal information is not entered to MSHMIS, TTI must still report some data to the central data collection system due to federal and state programming requirements.
